Net-PI Description
Net-centric Performance Improvement is a research project that investigates the support of
continuous performance improvement and knowledge sharing through enterprise level IT systems.
As part of this research we have developed a technology framework and proof-of-concept prototypes.
The prototypes illustrate a model for a system by which organizations can continually monitor
performance at every level, analyze problems collaboratively, evaluate their effectiveness, and
share knowledge at every step.
The system is also a one-stop center for performance support
through which performers can monitor their goals, receive feedback, access performance support,
and communicate with others who have the same or similar roles and goals. Data from analysis,
design, development, implementation, and evaluation are stored as objects that can be saved,
shared, and reused regardless of an organization's analysis and evaluation methodologies.
Net-PI System
Analysis
The practice of performance analysis supported by an IT system that enables collaboration,
reuse, and sharing is the first and best step toward a sustainable performance improvement
system. Performance analysis involves the collection of data to identify the discrepancy
between what should be occurring and what actually is occurring within an existing
performance system. It may also define expectations for a new system. The "should" could
be any number of elements including goals, indicators, tasks, objectives of performance,
and best practices. Once collected, this data can be used to monitor the progress of the
workforce, identify any performance gaps that may exist, identify causes of gaps, and aid
in the identification and selection of interventions that will close those gaps.

Implementation
Implementation is the point where on-the-job performance and solutions meet. It is
important that performers have easy access to the solutions, whether delivered to the
performer digitally, non-digitally, or by some combination of the two. KCRG is prototyping
a performance support management system (PSMS) as the one-stop center for performance support
and performance monitoring. This moves beyond packaged systems currently used for delivering
learning and content, managing human resource processes, and handling personnel matters. A PSMS,
as we envision it, would combine many of the services found in a variety of current software
packages such as content management systems (CMS), learning management systems (LMS), learning
content management systems (LCMS), and human resource management systems (HRMS).

Evaluation
Performance evaluation is a process of monitoring how personnel are performing on the job.
The data from performance evaluation can be used to assess the impact of a performance
intervention on on-the-job performance. Evaluation examines the effectiveness of a solution
blend by examining post intervention data and then recycling this information throughout the
rest of the system. It answers the question, "Did it work?" This is essential in maintaining
an effective performance support system. Evaluation reduces the tendencies to prescribe
solutions that have proven to be ineffective and focuses attention on those solutions that
provide the best results. Using data-driven evaluations ultimately helps performers achieve
the desired results.
